Ombudsman Punjab Khalid Mahmood has directed the Punjab government to implement judgement of the Supreme Court and grant benefit of notional increment to its retired employees without any cut off date/limitation.

The Ombudsman passed these orders on an application of one Muhammad Akram, a retired Punjab government employee in BS 12 in September 2001. The Ombudsman recalled that the Supreme Court had allowed the pensioners on 22.06.09 to get their pension revised after adding one notional increment, if at the time of retirement they were drawing pay at the maximum stage of their pay scales and had rendered at least six months service in that pay scale in the year of retirement.

In pursuance of the Supreme Court Judgement, the Federal government issued a notification on 13.07.2010 to implement the apex court's orders. The Punjab government also issued a notification dated 05.07.2011 regarding grant of the benefit of notional increment on the same pattern but the benefit was restricted to only those who had retired on or after 01.6.2011

In his findings, the Ombudsman said that as the Supreme Court's judgement was in respect of a policy issue and apparently applied to all employees/pensioners including pensioners of the provincial government. The Federal government had acted upon the judgement without any precondition.
